Building a picture framing border

I am thinking of building a picture framing border for an existing deck. But my floor deck boards only overhang the deck frame by less than half an inch.

I was thinking that if I install a single picture framing board board around the perimeter of the deck it would allow me to do a proper deck skirting because I could extend the perimeter board over the edge of the deck a bit more then the existing half inch.

My deck posts are 6X6, in addition my rail posts (4X4) are mounted outside of the frame, so I presume that picture framing will even improve appearance of my deck. I wonder if anybody could recommend me a link where I can get a step by step guide on how to do that properly.
