Can post anchors screw into floor joists?

On the diagram which came with the titan post anchors I ordered, it shows blocking under the deck boards, which I am going to do.

Is it OK if some of the screws go into the joists of the deck? Or do the post anchors have to be spaced in between the joists?

My concern was that screwing into the joists would make a place for water to get in and rot the joists.

There is no problem if you screw into a joist under the post anchor.

This is fine.

If you are concerned about water following behind the screw which should not be a big concern you can use the gasket kits available.
