I have a situation where my cantilevered deck joists are in poor condition. I am wondering how far in beyond the wall should the new joists go and what should be done.

This is a great question but one that I will refer you to your local building authority at city hall who will be familiar with the exact tables within the building code that applies to your area.

I have read these codes but can't recite them from memory. Suffice it to say, there are various minimums based on the species of wood, the joist spacing.

It may be a simple 3:1 ratio such as for each foot out your joist must extend at least three feet back into the house. But things can get more complicated when the floor joists are running perpendicular to your balcony joists.

So you will have to confirm that locally. It is the easiest and most prudent thing to do. They answer those questions on a daily basis.
