14 inch rise

I’m putting a deck on a concrete slab. It’s 14 inches from pad to bottom of slider door. The deck will be 12’x12’. I want to wrap the deck with a step. I want the steps to be 7 inches.
The problem is using a 2x6 which is actually 5 1/2 inches, plus one inch thick deck boards, I end up with one step 6 1/2 and other step 7 1/2 inches.
What would be the easier, cheaper, best way to achieve an even step height.
