Walker/Handicap Stairs

In Ontario Canada, is there a minimum depth and height for walker stairs (to be used with a frame walker for mobility issues) in the Ont Building Code? For example, I see references to steps being 3.5" high and 22-24" deep. This would not comply with "steps" in the OBC, but would it comply with landings? I don't know how to interpret OBC 9.8.6.3. There would probably also be two right angle turns so need to know the dimensions of that step as per code. Anyone know the answer to this? Thanks.
