What is the right stair tread nosing distance? I am installing composite decking on stair treads and was told by a friend that the rounded nosing must extend out past the riser. If so how far out over is acceptable.

The allowable distance for stair tread nosing to extend beyond the riser is 0.75" to 1.25".
There have been a lot great articles written on how to build stairs for your deck. Here is an article with an illustration that is a great reference for you.
After you have read that article, bookmark the stairs home page. There is a ton of information there including stair string calculators and more to help you along the way.
I am building a 10'x12'deck (not attached to a ledger board). My plan was to pour concrete footings, then run doubled up 2x8 beams setting on the footings
